It always has to be fast track and 'light', and essentially it mustn't cost much when it comes to integration courses for migrants at municipal 'community colleges', they call VHS 'Volkshochschule, trans.: people's college'.
Financially the municipalities are in charge, that's the main issue and problem. Because of being cash-strapped, they only do what's absolutely necessary.
One side of this coin is that the municipalities are going to abandon their policy that such courses shall be free-of-charge. I have no problem with that. 'Intrinsically motivated' should be the key to the desire of anyone in order to get integrated in a society based on freedom and democracy with a social fundament of Judeo-Christian historical background. Why should a migrant not pay a small fee for the vast opportunities he/she may get? Or, shall the municipalities even pay the chauffeur and taxi cab for the lessons or appointments at community colleges and back home- that would be a bit far stretched, wouldn't it?
The flip-side of the coin is the 'employment' of 'temp teachers' for these courses - the communities hire them as 'self-employed'. Albeit highly-motivated to take the 'burden' of teaching heterogeneous migrants' classes, they get pea-nuts as renumeration. Well, you might be urged to say,"if you don't like the job, don't do it!" OK, if you were seriously ill you would also go to professional doctor, right? And not to a veterinary theologist.
Well, now you should consider the element of quality and not the simple quantity of churning out courses. That's why most educational enterprises fail - lack of funding and underpaying of the personnel - only quantity matters. Nobody would build a house this way if he/she knew that all the dry walls they use would be of minor quality and would stink if exposed to humidity!
It's the law that if someone gets a schedule from another party of when, where and what - you can never be 'self-employed' - it's fake self-employment, and the fact is that the communities exactly play this card. In order not to hire employees, they 'rent' 'fake' self-employed teachers and give them the schedules of when, where and what. For the local administration, it is certainly a win - no employer-based contributions, and the tax burden solely lies on the virtually self-employed.
When in Frankfurt teachers of that kind had joined forces and complained about the current state of their 'employment' and 'renumeration' to the city government they got rebuffed by a female educational commissioner of the administration:
"Well, if you chose the wrong decision on the direction of YOUR life, don't expect any help from US. It's up to you to seek a job you consider being fairly paid. I can only recommend that you quit working for us if you aren't satisfied with the current circumstances!"
I bet one is able to generalize this incident of this 'educational expertise'. An advice of mine would be well 'advised' to this local official:"Admit that you are not in charge of educational affairs in your community. The local chief of the exchequer is! Therefore, say - my job is obsolete, and I'm gonna sign a letter of resignation because my tasks cannot be done properly."
That is why the migrant's integration will finally fail in Germany!
